Here is a list of the 54 current D-I schools that have never made the NCAA tournament. The tournament began in the 1939 season. I've listed the year a team became D-I if it was after 1939. Note also that some of these schools - those joining after 2011 - are still transitioning and not eligible for the tournament. Seven schools have been eligible from the start and never made the tournament, and all but Northwestern have already been eliminated this year. Northwestern looks, modestly speaking, like a longshot.

It's a bit interesting how many of these schools were relatively strong programs in their day - Duquesne was a major power for many decades; Toledo a very solid program in the 1970s under Bob Nichols; Furman made the tournament 6 times between 1970 and 1980; Dartmouth made two final fours back in the 1940s.
A special note also to Seattle, which hasn't made the tournament since 1969, but dropped out of D-I from 1981 through 2010.
Of these 25 teams listed above, Toledo is probably the best bet to break the string this year. They're seeded 2nd in the MAC tournament. Should they get in this year, Western Illinois will take their spot at #25 on the list.

Stony Brook missed its chance, losing to 4th seeded Albany in the America East final. Toledo lost to Western Michigan in the MAC final, so its another year sans tourney for the Rockets. Cal-Irvine won the Big West regular season but lost to a crummy Cal Poly team in the tournament quarterfinals.
But North Carolina Central wins the MEAC, so the list of "never in" schools drops by 1.
