Per John Rothstein, sources are telling him that the NCAA has only approved 18% of waiver requests for second time transfers. Personally, I think every transfer after the first should require a sit out year.
We'll see how this impacts the Titans.

With an 18% approval rating for second time transfers, maybe this will reduce the number of players in the portal for future seasons. And coaches will have to depend on JUCO transfers and HS recruits to a greater degree.

Tom Izzo, speaking at Grind Week, the MSU basketball players reunion, about the impact of the transfer portal. He makes a really good point.
In an era when players are transferring at a faster rate than ever before, Izzo said having a place for players to come back to is more important than ever.
“What I try to tell some of the people, when you’re just moving all over, where do you go back to? Where do you go back to?” Izzo said. “These guys have a home to come back to, and I think it’s important to them.”

Here's an article about the denial of a waiver for a North Carolina player that caused so much backlash from UNC. This is a wide receiver on his second transfer. It appears that he is trying to get a waiver using the mental health reason, claiming that he is feeling stress and anxiety over his grandmother's health issues. Seems flimsy, but that's what I expected from players and schools trying to play the mental health card. I saw a comment on social media that claimed the NCAA had "ruined this kid's life" by denying him a waiver. Joe Basmile, who transferred from Oklahoma to VCU was denied a waiver. He posted about the denial on social media and garnered some sympathy. This is his fourth school in four years, however. He's never had to sit out before. He started at Virginia Tech, but transferred down to George Washington after only playing in 13 games as a freshman for VT. At GW he blossomed into a 16ppg scorer, but left after one season and headed to Oklahoma, apparently deciding that he was power conference material after all. The Big 12 had other ideas, and he appeared in only 21 games for the Sooners. He decided playing in the A10 wasn't so bad, so he hit the portal and committed to VCU.
His post has led to some anti-NCAA commentary, with which I disagree. The young man is at his fourth school in four years. He wasn't chased out of Oklahoma. Unless you want a true free for all situation, there have to be some rules.
He won't be the only guy feeling that sting. As has been suggested before, the NCAA should get rid of waivers. You should get one transfer without sitting out, everything else should have a sit out year. That's how I see it.

This man is entering his 8th year of college basketball. 5 years at Coppin State followed by one year at Hartford and a year at Cal. Played only 11 total games at those last two stops.

Yesterday, on October 15, after basketball practice has already started and two months after classes have started for the fall at ASU, West Virginia guard Jose Perez committed to Arizona State. This will be Jose's sixth year in college and his fifth school. He started at Gardner-Webb, averaging 15 ppg over his freshman and sophomore years. He transferred up to Marquette for his junior year, but didn't make an impact there, appearing in only 10 games. He transferred down to Manhattan after that, putting up 18ppg and being named preseason conference player of the year for the following season. The Manhattan coach was fired just prior to the season, however, and Perez hit the portal again, landing at West Virginia. He wasn't granted a waiver for immediate eligibility, so he sat out last season, but was on the WVU roster. He hit the transfer portal again, earlier this month, and announced his commitment to Arizona State on social media last night.
That's a meandering path, but I don't expect we'll see as many journeys like this once the extra covid year group is gone, as long as the NCAA takes a firm stance on transfers.

Clearly was a transfer credits issue at WVU. AZ State has a three term school year. Likely that WVU could not certify him in compliance with progress to a degree or as a grad transfer there. But AZ State can certify him due to the trimester school year.
