The best place for the Horizon would be to have good teams that could get decent seeds. But barring the ability to get at least a #14 seed, Wright State is probably going to get the best result the HL could hope for--a play in game, and hence a chance for a win and an extra share of revenue for the Congress. Moreover, I suspect they'll play Texas A&M-Corpus Christi, probably the worst of the 4 play-in teams.
Also, had Cleveland State won the tournament instead of WSU, they'd probably be in the same spot as far as seeding, but the league wouldn't have a team in the NIT.

But looks like that could be a possible opponent as these tournaments like to pair teams within relatively close proximity as you suggest. Ohio could also be matched with Youngstown St.

Ohio could also be matched with Youngstown St. In any matchup we'll be the underdog--on the road, worse record, worse NET. But Ohio is in a funk--we could do worse. They've lost 4 of 5 and 5 of 7.

Per Wiki, the following programs declined an invitation to play in the 2022 TBC: Arkansas State and Liberty.
I expected to see St. John’s in the NIT, but they must have declined.
